1) Use the Type Mask tool directly on the paper, cut out the words, and paste to another sheet or a transparent background for wordart made right out of the paper.
2) Use your selected paper for a background layer, place a picture on top in a second layer, then use the Type Mask tool to cut the letters out of the picture, displaying the paper beneath. Tip: If the polka dots or stripes are so far apart that you see mainly solid color on your letters, take a 12x12 sheet of paper and shrink it to 4x4 or 6x6. The dots or stripes will be more concentrated and will show up on your letters better.
